A somewhat shaded "alley" of landscape rock perhaps 7-8' in width runs along my property for ~40'. It is flanked by my house on one side and a fence on the other. My neighbor's property and the suspected culprit tree is on the other side of the fence. When I pull up a shoot, its roots travel back toward the fence, they are not black, and they are extremely difficult to pull unless only 3-5 inches tall.
My problems:
1. I don't know the identity of this nuisance plant.
2. I'm wondering how to safely eradicate it. Young children occasionally play or pass through the area and there is a screen porch alongside at one point so I want to be thoughtful regarding herbicides.
3. I would like to stop new shoots from developing.
4. I have digital photos of the tree I suspect and a branch and the alleyway under attack, but (my apologies) I was not able to attach them using the file upload option offered.
