Do I need to worry about cicadas coming up to my second floor balcony and damaging my little dwarf crape myrtle shrub? I was thinking of putting a laundry bag over it made of mesh with 1/4" diameter holes.

While they can fly, they're not very precise about it, and aren't likely to be attracted to your balcony plants. (If any end up there, it's probably by happenstance.) The crepemyrtle is too young for them to target for egg-laying. If you're concerned, though, you can always cover it with the netting you mention, but try to keep it loose enough over the tender foliage that it isn't distorted by the covering.
