Hi, I have been trying to grow grapes in NJ for years and have the same problem every year. Can you please help? My son attends UMD and thought you may be able to help.

I can try to find an answer, your zone and pests are different from yours as I am sure you appreciate. If it were here I would say it is an insect gall.

if you can, talk to your local Extension agent or a nearby vineyard and ask them how to control it. Timing of treatment is important for it to be effective.
