Grape leaf insect or disease? What is it? #337518

I have attached pictures of my concord grape leaves. I get this each year. Don't know what it is so don't know how to treat it. At the moment there were only about 10 leaves affected. Can you identify this? Pictures represent front and back of the same leaf. Thanks!

At first glance it looks like a gall outbreak which are usually caused by insect feeding.  It could be Phylloxera or Vitisiella.  You might want to take your sample in to the Monmouth County Extension office for a more accurate diagnosis and treatment.
