What pest is burrowing into this cut off branch on my snowball plant?  Notice the white specks which are sawdust. I don't think it's bugs?

Hi Karen,

Looks like some sort of cane boring activity.  You would need to bring us a sample to our plant clinic in Redmond so that would could potentially identify the insect then suggest management. 
You could also remove that particular cane and dispose of it to see if that helps.  Is it just the one cane that is affected?

Yes I believe just one cane. I will cut it off & burn it. If I see more I will let you know. Thank you.
I actually have not seen anymore sawdust since I sprayed it with an insecticide.
