We have several kaleidoscope abelia that suffered severe cold damage. How should we manage this? Should we prune them?

Your abelia may be just fine.
Abelia are semi-evergreen plants, so normal for them to lose leaves in a colder or drier winter than we typically have.
There may be no need to prune, so we would wait until they flush out new leaves in spring to determine what died back (if anything).
Abelia blooms on new wood so you should still have flowers this year.
