I have an indoor/outdoor green house that I have used in the past only inside Infront of a large window I am wondering if I can use it outdoors as is? would it be warm enough? I was thinking about starting my tomatoes and peppers so I would be setting up green house some time in February

We are not sure what type of greenhouse you have. Can you share a photo of it? The photo could be attached directly to this reply. It is likely not one that would be protective enough to start seeds in, but we are happy to take a look.

including that it can be challenging to have enough light to grow some seedlings on a window sill.

https://extension.umd.edu/resource/growing-tomatoes-home-garden/. Both tomatoes and peppers are heat-loving plants that won't grow well if transplanted into soil that is not yet warm enough. Too soon and they'll just sit there.
