I bought some daffodil and tulip bulbs several months ago and never got them planted. They have been inside my garage in Oregon City. At this point, what should I do...I'm noticing in my neighborhood that bulbs are 4-6 inches tall already.

Spring bulbs need weeks at cold temperatures to bloom and grow. I found a minimum of 10 weeks, and generally lists say 12-16 weeks.
At this point, I would plant them and see what happens rather than throwing them away. Maybe your garage has been cold enough. When I buy bulbs I use my vegetable crisper drawer of the fridge so I don’t forget to plant them. I usually put them in as soon as September rains soften the soil.
