Is there a rule against st growing plums in Dutchess County re being a co host for some disease or other reason? Please advise.

We are not aware of any rules against growing plum trees in Dutchess County. If you choose to grow plums, be aware that there are several both common and often serious diseases of plum trees in NYS. Please see these links for more info about these diseases.
