It’s mid November but we’re in a drought and it keeps being warm. Should I water one last time before the snow?

You a still water now. If you're in Ramsey county, you probably received about 1.5 inches of rain last night so that was very helpful. If you have any young or newly planted shrubs or trees would give then one last drink before the temps fall below freezing. Otherwise, I think it's time to put the hose away for the winter.
