I cannot enlarge the  photo enough to get a close look at the areas that are debarked.  If you were to go up to it, you possibly could see galleries or shallow tunnels that were caused by insects.  If the tree is an Ash, it could be Emerald Ash Borer.  I also cannot identify the species of tree.  I can tell you the tree probably will not leaf out normally next spring and is on the way to becoming a dead hazard.  If you really want to know, you can ask a certified arborist to come out and examine the tree or you could ask your neighbor if they know what is wrong with their tree.
