This is a weed, fringed wiilowherb, Epilobium ciliatum. North Carolina State Extension has a good write up about it, here. They are growing now, and even in winter in my garden, so good to remove when you see them. The seeds go everywhere, so this is a weed to pull early & often. It is safe to say that most of us will have a few sprout every year.
