Hi Mike, thanks for your interest in the Master Gardener program.
The classes alone do not certify a participant in the program. The Master Gardener program is a volunteer program designed to train gardeners to help other gardeners - by answering questions via a plant clinic or tabling at an event, or offering classes or gardening suggestions. It sounds like you may have been enrolling in the online course that provides similar content, for those who just want the training without the volunteer requirement. Currently, I do not believe Josephine County  is accepting new Master Gardeners due to the funding challenges in that county: https://extension.oregonstate.edu/mg/josephine
