Mystery Roots in Yard #889680

Good afternoon! I have encountered some mystery roots in my backyard. I've been sheet mulching and planting natives in my yards but noticed certain plants were not doing well despite being cared for. When I started digging around in the soil near the plants, I began finding endless roots that went on and on. The finer roots were so deeply enmeshed in the soil, I was able to roll up the top layer like sod. The natives I had planted seemed to be choked by the mystery roots. I would appreciate any help in identifying the roots as well as management/mitigation strategies. I have attached a few photos of pieces I pulled up. There are two Norway maples within twenty feet of the area, and I read that they can cause this issue.
