I was unable to identify the larvae from the photo.
The following OSU Extension publication, "Nurturing Mason Bees in Your Backyard in Western Oregon", should be able to help you determine what the cocoons should look like and how to care for those cocoons until spring. It also has a great photo gallery of common problems with mason bees.
