I need to identify this maple species for a removal permit from the city. Can you identify it for me? Can you tell me more about how intrusive and destructive the root system.

Based on the appearance of the leaves, this is likely a variety of red maple (Acer rubrum), though I can't tell for sure from the photo. Maple roots can cause problems with surface roots lifting sidewalks or interfering with other infrastructure, but they are not considered to be highly invasive.
Root structure and tendency for surface roots is highly dependent on the soil quality - shallow soils with clay or rock subsurface lead to shallow roots. Deeper soils provide better rooting volume and may reduce problems from surface roots. Trees planted close to sidewalks are often problematic.
