White “powder?” In soil #889223

I found something white in my soil. What is it? Is it okay to transplant seedlings in it? Thank you for your help.

Hi, 

This looks like it is naturally occurring mycelium or stands of fungus. It shows that there is organic material breaking down in the soil which should be great for planting!
