No, these are not Spotted Lanternflies, though they are present throughout much of the state by now, so still could be in your area (they were particularly numerous in Baltimore County this year based on how many questions we received). The insects pictured are Large Milkweed Bugs, a very common native insect that is often found on milkweed, as they are in the photos. They are one of several insects that rely on milkweed for their life cycle, as the plant doesn't just benefit Monarch butterflies. Milkweed bugs don't harm the plant enough to be considered a pest and can be left alone.
