This tag does look like it has some significance. It was probably part of a tree survey. You may want to contact the Wofeboro Parks and Recreation department to see if they know any history of the tags.
If it doesn't have some tie to Wolfeboro you may want to contact the UNH Cooperative Extension Carroll County Forester to see if it is part of some inventory in the area:
