Hi, I have an avocado and hibiscus (houseplants) that ends up with white flies on their leaves and translucent looking flies in their soil. I've used Neem, Earth's Ally 3 in 1 plant spray, a mix of water and rubbing alcohol, and I've even changed their soil. The bugs keep coming back but ONLY on those plants. There are other plants that I have nearby that have nothing of the sort. The hibiscus still blooms but has lost many leaves. How can I eradicate the problem? In the pictures included, I have fly circled in the soil, and some of the white flies I've caught on some sticky paper.

Sevin pesticide is an inside bug killer with very little toxicity to humans if used according to the label. It is more effective than Neem. Inside there are no bees to harm.
Neem is an organic pesticide and has some efficacy but I haven’t found it to be effective in controlling pests that have become established.
