I often pick my tomatoes when ripe and freeze them to can later. I use the ball recipe to can sauce in a water bath canner. When I thaw the tomatoes to remove the skins, there is some water that is released. Can I pour off this liquid? Or do I need to add it to the skinned tomatoes, to boil off later in the recipe?

It is safe to pour off the liquid and then cook down the tomatoes. You should save this juice and use it for soup stock.
The skins remove easily from frozen tomatoes that are slightly thawed but when making sauce you do not have to remove them since the sauce is strained through a food mill or food strainer before you cook down the sauce.
