I have an orange type fungus that is growing on the side boards of part of my western red cedar deck (installed 2020). It appears to rot the wood. Can you identify and prescribe treatment and how to prevent?

I would check and see if the area has water damage and is rotting. Since that is a sign of decay. You can treat with a mixture of water and vinegar.
