Thanks for reaching out to the UNH Extension Infoline. We generally recommend transplanting evergreen either in early spring or in the fall time. The key to planting this time of year is to give the trees enough time for their roots to re-establish before the cold weather comes and the ground freezes. For those reasons and if you're ready for it, I would do it as soon as possible.
We do recommend doing a soil test for where you'll be moving the tree. For soil testing see the UNH Soil Testing Services website.
