Burrow on pond bank #882966

We have something building a home on the banks of our neighborhood pond. Turtle? Muskrat? What is throwing me is the careful placement of mud on the bank.

I will admit the mud on the banks is unusual for muskrats, but I can't think of what else it would be. The burrow doesn't look to be that big, which again points to muskrat. Have you noticed any other sign, such as scat, tracks, or feeding evidence?
