It sounds like bacterial blight. You are the 4th person I’ve answered this problem today. The problem is from too much rain.
Prune and burn all infected parts as soon as you notice them. A spray of a copper-based pesticide, which is organic, during the early spring each year should help prevent the problem before the buds begin to break.
Be sure to clean and disinfect your tools after pruning.
You may be able to save the bush if you cut the infection out now and treat it next spring. Read up on the copper based pesticide as the conditions for use are fairly picky. Follow label instructions.
The fungus spreads because of wind and/or rain. If you treat and your neighbors don’t, you stand a chance of it coming back.
