Kousa dogwood Venus #873566

My dogwood has distorted leaves that do not gain size or smoothness of outer leaves. Small diameter branches toward bottom of tree are dead. (It bloomed like crazy.) What is wrong, and how do I treat it?

Spot anthracnose is not considered detrimental to the tree and the best way to control it is to carry out the cultural practices recommended in the articles.
