Hi Richard,
Yes it does look like your lupine has aphids. Aphids feed on plants by sucking sap (versus chewing on them). High numbers may cause leaf curl or wilting and reduce number of flower produced. There can be dieback of shoots and buds. I can't tell for certain if the damage in your first photo is aphid related although I suspect it is. If you see any chewing marks, then it would be another insect.
