I found my Viburnum plant completely ruined over the course of a few days. I'm almost certain the culprit is the Viburnum Leaf Beetle but I'm not an expert. They're all over my plant and have eaten basically all of the leaves. Please see attached photo. Do I need to report this somewhere? Is my plant still salvageable?

Yes, the larvae you see are those of viburnum leaf beetles(VLB). Here is a bulletin on how you can manage these pests.
