I cannot get to the web address that allows for a free download of "USDA's Complete Guide to Home Canning" I see the text that states it is available but I have not found the download page. Can you help me with that web address.

You can start here, at the National Center for Home Food Preservation: https://nchfp.uga.edu/#gsc.tab=0
When you get there, click on Resources, then on that page, under "View By Category", select USDA Complete Guide to Home Canning, then you will have to download each section separately. Please see the pictures below if you need more help navigating.
