When is the best time to apply the Scott's Grub-Ex 4 month grub control on my lawn? They say spring to early summer; is now (April 25) a bit early? Would mid-May be better as in better overall protection and kill off?

It is too early to apply grub control, even given our warm winter.  The recommended time to start is late May.  Please be sure that you have a grub problem to treat.  We don't recommend treating unless you have at least 10 grubs per square foot (lift off one square foot of sod and count).
