My peonies are coming up and look healthy. One of my plants has a circle in the center of plant that has no new shoots.
The plant otherwise is growing,,,but looks like a empty circle in center. Is this unusual?

It is unusual to see a bare spot in the center of a peony. Peonies emerge from the eyes that are planted; if there are too few eyes, an empty spot may emerge in the middle of the plant.
