What is this ground cover and how do I get it going on my property?

That appears to be pachysandra, a desirable groud cover that likes average to moist soil and part to full shade.  You can buy pachysandra plants at your local nursery.  It will take several to create a ground cover, depending on the area you want covered, but if you're patient you can take divisions from fewer plants and develop a full ground cover over a few years.

Thx so much. Do you have suggestions for ground cover along a drive way through the woods to our cabin?  Would like something that spreads quickly and dosen’t break the bank.

If you have ferns or sedges in your woods, you could transplant some along the driveway.  If not, look for another desirable ground cover that's already present.  Ground covers that are available in nurseries often aren't compatible with a wooded cabin setting and would be costly to install next to a long driveway.
