Why are crape myrtles restricted from import into Oregon? #865739

I would love to plant a crape myrtle in my yard. But "Fast Growing Trees" (they have a lot of them) cannot sell to Oregon due to agricultural restrictions. Why is this? Are we worried about the import of a disease? What disease?

Looks like the nursery "Fast Growing Trees" is in South Carolina. As such, they are covered by an quarantine for the Glassy-winged sharpshooter (HOALODISCA COAGULATA) which is an insect that is a vector of Pierce's disease, Xylella fastidiosa.
