Should the wire basket and burlap be removed from the root ball on the 9ft Green Giant Arborvitae we are about to plant?

Yes, as much as you can cut away and remove after the tree is set into the hole.
Here is a good reference on planting trees and shrubs at the correct depth, etc. and their care afterwards.
Trees and shrubs are treated the same, and actually arborvitae are classified as trees when they are allowed to grow to their full mature height and width.
