SICK JAPANESE LILIC TREE #864986

Hello, I had to prune several dead branches off my Japanese Lilic tree. There appears to be a green colored moss and some fungi. The tree appears to be in bad health. What is this stuff and should I just cut down the tree?

Its hard to tell even when I did a zoom in on your trunk picture. The green moss may not be a problem. The would have to identified to determine if it is harmful. See this web page.

You could consult an arborist to see they can discover what is causing the branches to die off.  Go to this site for help.

The dead branches appear to be only on one side of the tree which many mean some root or trunk damage to one area.  
Or prune the remaining dead branches and wait and see if the tree recovers.
