The strong winds from the Foothills blew off all my mulch in Boulder in 2021. I replaced it in parts with pebbles but needed wood chips and yard waste mulch in many areas…alas, the wind has blown it off in 3 years.
Is there a way to spread wood chips and yard waste mulch so it clumps on the weed fabric and does not blow away easily? Or is there an alternative
mulch?
Are larger or fine pebbles safer against the wind?

Sorry your mulch has run off!
Wind can be a big challenge in our area with regard to keeping mulch where we want it.
There is a product called mulch glue. We don't have experience using it; however, it has been advertised to keep mulch in place.
As a side note, mulch will need to be replaced every few years. If you applied it 3 years ago, that sounds like a pretty good lifespan for mulching. Here is a fact sheet on mulching that has some mulch options for you to consider:
