According to Management of Invasive Plants and Pests of Illinois:
For small infestations, plants may be pulled up by hand or dug up using a hand trowel or shovel. It is very important to remove all bulblets and tubers. When conducting mechanical removal, care should be taken to minimize soil disturbance as much as possible.
Apply glyphosate in late winter through early spring. Applications prior to or just at the beginning of flowering are most effective.

herbicide applications will be most effective before the plants start to flower. They can still be applied after, but they aren't typically as effective.
