Ground cover on a slope #864645

I would like to add perennial ground cover on a north / northeastern slope. The area receives morning sun but is quickly shaded by trees and my house in the heat of the day. In fact, it's tough to get grass to grow in the area next to the slope. I'm thinking of Snow on the Mountain Variegatum or Japanese Pachysandra. I've read that some areas prohibit planting of these so I thought I'd check in with you folks. I'm open to suggestions/recommendations about ground cover for this slope. I've attached a photo of the slope. I've been clearing the area of branches and leaves, and installed landscape edging to (hopefully) prevent / slow the spread of the ground cover. Thank you.
