Hi,
Those are a little close but romaine seeds are so tiny and its difficult to spread them out when planting.
You could plant them in a larger pot outside now if you have a vegetable garden space. However, it will probably be difficult to separate them with out them breaking. You could keep the clumps together and just trim the tops. You can eat romaine at any point so could use them as micro greens. You can also thin them by clipping some off towards the soil and only letting a few sprouts grow in each cell.

The link we sent has additional links that explain salad tables. That is more so what we are referring to with the 'clip and grow' method- you can just cut the tops off as you would like.
Essentially yes, each sprout will be a head of lettuce but with them so close they won't grow like something you are used to buying at the grocery store.
The sooner you get them outside and acclimated to the sun, the better. Lettuce is a cool season crop and when it gets too hot outside, they will bolt, meaning they shoot up and will flower and then the leaves will become bitter.
