Hi, 

The photo isn't clear enough for us to tell the species of bee but it looks like one of our native ground nesting bees that are harmless. The link provided explains mining bees in lawns but various ground nesting bees have similar habits. They are all solitary nesters and don't live in hives so they are not aggressive. We would recommend you leave it alone.
