Burl growth? #863385

Hello! Is this bark growth a response to a bacterial or fungal agent, or an insect? It’s on an old cornus florida in SE Portland.

I have not seen a growth quite like this on dogwoods or other tree bark. I will send your photos so some specialists to see if they have any ideas.
