what high desert plant will grow quickly and give visual barrier with little water

Hi Jeffrey, 

Thanks for your questions. A few suggestions would be  Blue Arrow Juniper,  Curl-leaf mountain mahogany (native plant and great for pollinators)  or Vanderwolf's pyramid pine. While these are low water use, they will need some supplemental irrigation during the growing season.  Here is a link to the Water-wise Gardening in Central Oregon which features water-wise trees, shrubs, perennials and their water needs.
