I have small white bugs in the soil of my indoor lemon tree.

Hello,   

We did a little research about your bug problem. There are several things it could be, scales,mites, soil gnats, aphids or mealy bugs.  in all cases these infestations are usually caused by over-watering and/or old soil.  In many instances they can be controlled by  applying insecticidal soap, and repotting the plant using new soil.  It is also important to isolate the plant so the bugs don't spread to other houseplants.  For further information see this link.
