This is the spiny orb weaver, a very common spider in the tropical and semi-tropical Americas. While the spines and bright color make it look really dangerous, it is harmless to humans and pets. My daughter gets them all the time in her lanai in Florida and I just grab them in my hand and toss them back in the yard!
