These are weevils and probably came as a pantry pest from the dog food. Management will require eliminating the source of the infested food, and additional cleaning in the area near the food and bathroom. Check under cabinets and in hard to reach spots for any insects or extra food items that could be infested. When purchasing new dog food, I would recommend storing in a sealed container for the first few weeks to confirm that the insect issue has been resolved.
