I am the president of our townhome HOA. We need to identify these creatures in order to decide if we need to remove the nests. I could not locate an actual flying insect but was able to dislodge a nest. I'm most interested in knowing if these insects will reuse their nests next season. Thanks.

Hi Susan,
That does look like a paper wasp nest, yes. They, like other paper nest-building wasps, do not re-use nests, so there's no chance that an old one will be re-used. You can use them, though, to indicate where on the property the insects find suitable habitat.
