Tiny Maple Leaves #851225

I came across a maple tree today that still had buds on it and what leaves it did have, about 50, were very tiny. The property owner said that until this year the tree had always been health with a full canopy. Some of the twigs I observed were very moist inside and still green. I am trying to figure out what the issue is.

Hi Silas -
Have you asked the owner of the tree if there is a possibility of his tree being hit with an herbicide over spray this spring?  It looks as if it might possibly have the "witches broom" effect, which can happen when the tree is hit with certain chemicals.  https://content.ces.ncsu.edu/acetolactate-synthase-als-inhibitors
I'm not sure how helpful this is, but it *could* be one possibility.
