Oriental poppies in Portland #851199

Could you please recommend how to plant and propagate Oriental poppies in Portland, I had a beautiful Papier orientalis that bloomed for me last year but didn't come back this year. Is it an annual? Was it the late freeze that killed it? Will it come back this year or do I need to plant again? When do I plant again?
