From the photo , is this a result of drought or a fungal condition? How do I treat? This is happening on three of the yellow barberry and a few spireas nearby.

We will need close up pictures of branches and leaves, especially ones that are just transitioning to the problem.
We may be able to tell something from more pictures, and your history of care-
How often do you water? Overhead or from below?
Did you apply any fertilizers or sprays near by or to the shrubs?
Did the problem appear after you pruned the shrubs?
