This is an adult Spotted Lanternfly [SLF], which is currently widespread in Maryland but particularly abundant in Baltimore county this year. It will not cause significant harm to the fig tree, but as an invasive species the Maryland Department of Agriculture does encourage gardeners to kill SLF when possible (though not by using insecticides) to help slow their spread.
